How to submit your co-financing application in Luxembourg?

What is co-financing for professional training in Luxembourg?

Co-financing is a form of public financial support paid to private-sector companies that invest in continuing professional training (CPT) for their employees.

This scheme is governed by the law of 19 December 2008 on the reform of professional training and is administered by the Institut national pour le développement de la formation professionnelle continue (INFPC), in collaboration with the Ministère de l'Éducation nationale, de l'Enfance et de la Jeunesse (MENJE), which disburses the funding following a compliance review.

In practical terms, your company submits an application summarizing the training courses completed by your employees during the past financial year, and receives a partial reimbursement of the costs incurred in return.

Are language courses really eligible for co-financing?

Continuing professional training is defined as any process enabling individuals to acquire, maintain, or expand their professional knowledge and skills.

Corporate language courses (Business English, German, French, Luxembourgish, negotiation, presentation skills, professional writing, and more) fall squarely within this scope, provided they address a professional need identified in the company's training plan. What is the amount of co-financing available?

The amount of co-financing available depends on the company's annual training investment and the size of the business:

  • Basic aid: 15% (taxable) of the annual amount invested in training.

  • Enhanced aid: up to 35% (taxable) for the salary costs of participants meeting certain criteria (no recognized diploma and less than 10 years of seniority, or aged over 45).

The eligible investment is nonetheless capped according to the company's headcount, calculated as of 31 December of the previous year:

Additional good news: the government also covers part of the costs involved in preparing the application, up to €500.

How to submit your co-financing application, step by step

1. Develop your training plan

First and foremost, identify your teams' language needs and formalize them in an annual training plan. This document will serve as the justification for all the training courses for which you will be requesting co-financing.

2. Complete the official INFPC form

Applications for co-financing must be submitted exclusively by the official Excel form corresponding to the reference year of the application. For each training activity, this form must include the dates, duration, and location, the number of participants trained (along with their gender and qualification), as well as the identification of internal trainers or external providers.

3. Gather the supporting documents

Your application must be accompanied by:

• the financial statement, supported by relevant documentation or certified by a company auditor (réviseur d'entreprises);
attendance sheets (external, internal, adapted);
• invoices from training providers, issued in the company's name;
• the corresponding proof of payment;
• the opinion of the staff delegation or joint committee, for companies with more than 15 employees.

4. Submit your application on time

The application must reach the INFPC no later than 5 months after the close of your company's financial year, generally by 31 May. No extensions are granted. Applications must be sent in a single copy, by registered mail with acknowledgment of receipt or by tracked parcel, to the INFPC's address (Immeuble Cubus C2, 2 rue Peternelchen, L-2370 Howald).

The most common mistakes to avoid

Every year, applications are rejected for entirely avoidable reasons:

• incomplete, poorly named, or poorly organized documents;
• failure to meet the 31 May deadline;
• training programs that are too vague or not clearly linked to professional activity;
• lack of proof of attendance or payment;
• confusion between continuing professional training and team-building seminars.
